Yet you could argue the morale being low means a higher population wants to rebel - perhaps provinces with recruiting stations should be made more likely to rebel!

provinces where was recruting stacion before will have more chance to revolt
because of the recruting stacion a lot of people in the province want and loyal to their army so they gonna fight harder to their freedom from the enemy
