With 1.5 where the price is low enough that you may actually want to build infrastructure for the speed bonus, I believe that it will happen eventually.
In 1.0, they will not change it.
I think rail guns are far too simplistic. You cant just move a rail gun around like a tank.
They should be on railway lines or a specific piece of track.
I think consideration should be given to constructing rail lines using a 'zipper' type graphic as is commonly used on maps.
You should have as a starter a basic rail network but the ability to add to it. Perhaps the basic would link provinces in your country which contain resources and the capital of course and then you can add to it.
At the moment you can just position a rail gun like a very slow moving heavy artillery piece which frankly is daft.

By 1939 the railway network was already quite extensive worldwide and was a key factor in moving all war materials. Construction of tracks was not a necessity for basic railroad operations at the start of WW2.
Even in CoW the price of infrastructure level 1 is reasonably low enough for the speed bonus ...Chimere wrote:
