Whats the point of ranking up if you dont get rewarded for achieving say a level 10, 20, 30 etc. many games reward you for reaching the next level in experience points. i feel and many others would agree that the game should reward the players for every level they achieve, say with resources, troops or special perks etc. i feel this would also show the community that the admins care about the leveling up process and care about its members commitment to the game

The leveling system is more a measure of experience and adding special rewards for high levels would make it unfair for the lower levels. This game would become less skill more how fast can you grind xp
People playing 12-15 games at a time would level up so much faster than others. I don't believe this would reflect experience as much as ability to multi-task. 
Levels are basically just so you can gauge the your own experience compared to that of others.
I think my level is the maximum achievable, I don't know. I'll have to look at the thread about it again.
Yes, "General of the Armies" is the maximal amount, with private being the mimimal rank
