Razing an enemies city so that they cannot use it against you is a time honored tactic in war.
Yet not in this game.
I dont think that you should capture a city than instantly destroy all buildings, but I do think that troops within a city should be allowed to raze the city.
I would imagine as just the troops attacking the buildings hp, like any battle. except buildings cannot attack back. But perhaps this could cost troop morale, developers choice.

Actually the buildings do take damage when you attack a province, and some attacks like artillery do more damage than something like Infantry. If a province changes hands enough times, some if not all of the buildings are destroyed. The higher the level of the building the more damage it can take, as it will drop levels over time.

yes I play this game too Peter Mat, but I was suggesting to add a new option to the game, not asking how to play.

It is not only possible, it is a common occurrence for an urban area's industrial complex, infrastructure, air base and naval base to be completely destroyed when a city changes hands multiple times in a relatively short period of time. The cost of rebuilding a Level 1 industrial complex that has been completely destroyed is high, including in particular 10,000 tons of rare materials, $20,000 of money, and a lot of metal and goods.

Yup, and it sucks when you're the last guy to capture the city with all of its improvements completely destroyed.
And it sucks even more when it's one of your own core provinces that you just recaptured. No industrial complex, no infrastructure, no air base, no naval base, and 25% morale.

Ahh misunderstood your post. So you are looking to do additional damage beyond the damage from capture. There was a similar thread a month or two ago, but asking to recover some of the material when razing the improvement. Similar to Russian movements of factories to the east to avoid capture by German forces.

Beyond the unavoidable damage to the industrial complexes, infrastructure, air bases and naval bases that results from capturing (and recapturing) cities (and any other improved provinces), you can inflict additional damage to those improvements with nuclear missiles, rockets, strategic bombers, naval bombardment by battleships and cruisers, and artillery. The quickest and most cost-effective way I have found to strip an enemy city to bedrock is to drop 10 or 12 L4 rockets on it in quick succession; that will usually destroy 100% of the improvements and reduce its morale to something like 0%. Two or three nuclear missiles can accomplish the same thing, but they are far more costly and time-consuming to produce.

The OP is requesting an option to destroy buildings AFTER an enemy city is captured.
That option is available in CoN. Demolish buildings, with resource reimbursement.

And thats actually what even made me think of this, because I am playing as the USSR in a game right now fighting the Germans
