Rebalance troop starting location

I recently have been playing some more cow agian. And I have realized how odd the location of starting troops is. for example in the attached picture there are no troops near west viginia. I have recognized this problem in other maps and countrys as well, and this would be a huge advantage for begining players. Not a huge change, but a nice one.
