Ships can't patrol just planes, because of that, if you wanna use patrol in the middle of the ocean, you'll need a carrier and a naval plane.
Naval planes are focused on destroying subs and doing what you are mentioning. On the ground, that job can be done by the rest of planes, i don't know if naval planes also work for ground units.
