Remove "Pay-To-Win" B.S. Gameplay Mechanisms

The ability to use War Bonds to heal units is COMPLETELY UNFAIR. Golders can by war bonds and spam them to heal whatever they want. Because of the cheapness of healing units, it makes golders virtually impossible to beat.
