Research and improving existing troops

I am sure this has probably been asked already but is it possible to have an option to upgrade your existing troops once you have finished researching the relevant level (ie upgrade light tank from lvl 1 -2 once research lvl 2 completed). Obviously there would have to be some sort of payment, perhaps equal to the build cost of the lvl 2 plus ?% charge.
