Resource production

I am aware that in CoW 1.5 resources are much more abundant. Despite this, resources seem to reach 0 much more often. In CoW 1.0, you could build units in all of your cities for a good deal of the game yet in CoW 1.5 I can only have about 50% of my cities producing at a time. Here's what I think:

1. Either costs need to go down or

2. Production needs to go up.

What Is the problem with the meta-game?

Right now the game seem preetty balance

it doesnt supose you have to keep producing constantly, the doctrines are balance with this lack of resources in mind, just imagine how powerful will be the axis if they dont have problems wih resouces, or how weak will be the comintern

imo thats ok, because the reason for this is shortening the time for unit production. Actually if you used army production time from 1.0 in 1.5 you would never get even close to 0 unless you are axis

this make you think; how to expend your resources wisely instead of just produce the strongest unit avaliable

but its not like you cant produce anything

I never really have this problem. Maybe you should build Industrial Centers and level them up. The only problem I have is manpower.
