Clearly an ingame-scam. This could be preventable: e.g.
your country gives: 5000 food
other country gives: ROW
this would be clear for most of us I guess. The trade right now is an invitation for "trades" like those.
edit: I edited this after fox's post, because it hit's me ... my version was not obvious enough ... and if it's not clear people will be able to make a mistake when trading
The current way of trading in Diplomacy is unclear, even for me sometimes, it should say something that is obvious, like We Want : We Give
(stuff) (stuff)
Except it shows this in diplomacy, not just 'for'
It's shitty and it's punishable by destroying them. I don't think we need in-game punishment for it, just a little clearer language like you and fox have suggested.

People think it is someone giving them free resources, and sometimes that happens, and you don't hear a word of complaint, even though it is usually something shady going on. But when their greed jumps on the offer without looking properly, it is cry-baby time.

But i was not run by greed to take it, i really needed those resources.
This issue seems to be partly everyone's fault.
1. The people are scamming, it's just wrong, please stop.
2. The people accepting the trades without taking a good look at it. It is a bit greedy, just be careful.
3. Badly made game mechanic. With just a few simple changes, scams like this would be much harder to do successfully.
Number three is where I think the issue would be most easily solved. It's a quick fix and could just be put into a standard bug fix.
The others are much more difficult. Although experienced/veteran players would quickly learn to avoid such scams, this would not be the case with new players, and it would probably be common to see new players exploited to get free stuff, giving them an even bigger disadvantage. Of course, with #1, as long as its possible, people won't stop scamming. It's just the way it is. I hope something is done soon. It would suck to see new players leaving after their literal first experience with the game is getting scammed.
