One of the things that would make CoW a bit more realistic is the proces of moving some reources to your homeland for production.
Now I appreciate you can produce resources 'overseas'/'abroad' at 25% but you should consider the concept of moving them in transport ships. Also introduce tankers to move oil.
When the resources are landed they are added to the existing total but at their full rate not 25% rate.

Unless you are very rich you cant just buy, morale boost, research on a whim can you? You have to prioritise.
