Ridiculous declarations of war

This comes up a LOT. Neutral countries will declare war on hated nations to increase their popularity. If there was some really disliked nation, and literally almost everyone hated it, then other nations would probably step in, and those nations would be supported by other nations that shared the same opinion of the nation attacked.

But there's no United Nations here.

There was one during WW2 all though it was ineffective due to the injust peace deal after WW1. Actually the AI combined are the UN as they clearly state in their actions.
