"right of way" bug

Ok, not sure this is a bug or not, but an exploit.

One person gives another country right of way then that person declares war on him, he gets all of the regions he occupies unopposed by 'native' troops.

This is being used (among other things) to quickly take over a board by using multiple accounts.

Not really a bug.

If you suspect multi account use please report that from the users diplomacy profile page, and a game operator will investigate.

Please include the reasons for your suspicions, such as in this case "uncontested takeover of country x" in order to focus the investigation.

On a brand new game, same issue. Both France and UK own half the map on day 2, nothing in the newsfeed showing any battles.

Looks like a normal 25 player historical map start to me.
