Rocket Capturing

If a rocket has not been launched and the enemy captures the territory with it in it, the rocket should be captured.

If a rocket is there, and has not been launched, why wouldn't they keep it for them self?? :thumbsup:

If you conquer a province with an enemy rocket, you fight against the rocket, because it is a unit of the enemy.
