RP game with 100 player Map

I was thinking of making a Roleplay Game on a 100 player map because I would like to have historical Roleplay but I seen people try to to the same before by they usally get shut down. So is it possible to make a RP game on a 100 player map?

If a significant portion of the slots can be filled a game can be set up as a community event. You are not going to get a private 100 player map for 5 people though.
