There should be a sub-chat like alliance and help and stuff but for rpg's where people can role-play without mods interfering.

Making a global chatroom with no mods has its flaws. First, it allows players to do worse things than "just" roleplay without the mods noticing, second, it makes the chat interface a bit messier and divides the chat into two rooms. Global chat is often dead, why make it dead even more by taking all the roleplayers to a new room.
If the mods were allowed there just to prevent that and limit the chatroom to roleplay, it would be extra work for the mods. I think just creating a roleplay alliance would be better. It's a bit of sacrifice, but if they made a roleplay chat it would be extra work for them, too. And there are many bugs to deal with, remember...
If you have above 10k manpower, you're not investing properly. A good player never has many resources. Larger armies destroy enemies faster without taking damage from them. Build only: 1 military building in each city, airstrips, and recruiting stations to boost manpower. Minimize research, 2 unit types early, 6 types in late game. Upgrade old units, but: artillery lv1 to lv2 is a waste, only lv1 to lv4 is worth it. Enjoy Hornetkeeper

Roleplay in chat has a whole different meaning, Just some kids saying off topic things which changes to rulebreaks,. Mods could allow roleplay if it didn't break rules of chat, saying this means saying, doing anything in chat without mods saying anything, and also, roleplay isn't a thing which is game-changing or whatsoever, it starts out like, *Hitler kills all jews so good *, and ends in *Hitler is a god*, it makes no sense, and 50% of the time people say off topic things like these, and not stay in the ww2 topic, in my eyes, this proposal is useless, and no need for these stupid things to happen where kids mutter nonsense.

You can easily role play in your game's newspaper or in-game chat.

The problem with that is I am unable to see messages in current game chat and in newspaper its extremely delayed.

Its little bit optimistic to expect from devs to accually make that chat, we would ended up with too many chat rooms.
There are other options like your own discord server with your own rules .

As I said, people in chat roleplay completly off topic things, and spam and use praise of nazism just like the example I used above, newspaper roleplay is the best roleplay, let it be as it is, mods allow it if it wasn't off topic and didn't break rules, the end.
