Maybe instead of cannibalizing your own units, you would take scavenge from whatever is left of an enemy army. However, this feature would be very buggy and require a lot of time and effort to implement

Scavenge option for damaged armies maybe
Do 4 armies at 25% hit the same as 1 army at 100%?
Sometimes it's better to have more feet, but could be a button like update where hitpoints are distributed over as few of armies as possible. Take parts supplies from one army and resupply the others. Maybe 1 hour to complete.
I don't know if I would even use it.

Most of the things in CoW are implied. The regiment say an infantry regiment contains medics, riflemen and maybe more. If u take supplies of medics and give to riflemen, that probably won't work. So not a good suggestion TBH

Not many situations to do it. Just thinking about it when choosing to upgrade. Cost same price to upgrade unit on last legs. Would rather combine three hurting units into one healthy one before upgrade.
