Since this was common in WWII the ability to destroy upgrades should exist in this game.

I guess it would be unfair with anyone who tries to expand since the war can already do a severe damage to upgrades, and make the winner completely rebuild the provinces that he conquered will make the players be afraid and never atack.
Exactly! But people might be afraid to do it in case they recapture their most productive province only to remember they burned it to the ground.

No, the Germans had everything destroyed by allied bombing campaigns.
I'm not sure this would be a good idea, as you can capture an enemy province to then just burn it down when the enemy conterattack.
Probably a reasonable amount of damage can be done to the infrastructures like bridges/tunnels/railroads in a fair amount of time to slow down the enemy, but if introduced it should have some sort of cost, a possibility of not beeing succesful and something like 3 confirmation botton

Actually, that's a bit of a myth. Hitler issued instructions for a "scorched earth" policy but the commanders in the field rarely had the time to implement them - they were too busy trying to defend themselves from the Russians.
