Currently the infrastructure improvement represents a host of things - transportation systems including roads, rail, etc. but also electricity and other utilities, fire departments, etc. It would be good to split off another improvement for transportation or even just railroad and here's why: Many territories will never be worth the investment to build infrastructure - but there are times when a rail or even road connection through a lot of territories makes sense (think Burma road in real life). If there was a separate improvement for that, people would build it in places where they would never put in full infrastructure.

True.
I suggest that infrastructure in provinces without a resource should cost only 25% of what it does in provinces with resources.
It would then be an interesting decision in which of your non-resource provinces you build infrastructure - since it improves troop speed and money income in that province and increases morale of the region (i.e. on the long term increases morale of neighbouring resource provinces a bit).

I don't think reducing the costs of infrastructure in non-resource provinces would make the game more complicated.
First of all, how long would a new player need to grasp the pattern of where infrastructure is expensive and where it's not? Five minutes after starting his first match? Maybe fifteen, but certainly not much longer. I mean, everyone can read digits / the price of a building, can't we?
Secondly: Isn't the first thought of a new player when seeing he can build infrastructure something like "OK, I should use it to connect parts of my country to each other... a route from North to South or from East to West or from major production centers to the front"?
With my proposed change, infrastructure build decisions would be much more intuitive (thus maybe even a bit easier to learn) and realistic.
Even if it did make the game a very little bit more complicated, I would without hesitation buy that for the advantage that it would add a lot of strategic depth to build decisions.
