There should be a shipping function for naval units. I am next to only the Caspian sea but I didn't zoom out and realized after I started building a sub squadron. The function will basically be the opposite of convoys for land units, they "disembark" and move across land at a 5 health 0 strength unit, and disembark at a sea route.

I would not like this. Not only is it unrealistic, it also lessens the strategic value of holding naval choke points. Honestly, I'd rather see disbanding be implemented to solve the problem of your submarines in the Caspian sea.

i think this was already discussed before somewhere, cant remember. but what i do know is i don't like having "civilian units" in my long list of expense other than the already free convoys.
