Why would you think so? Soviet belongs to Comintern, and all doctrines are decided on the historical realities of the time. So no, Soviets cannot be Axis.

Do you have any idea if it has been implement yet or when it will be? Just wondering.

It will be implemented in 1.5. You can check out doctrines in the next 1.5 event, which the devs said should be coming soon.

Currently each doctrine is nation specific. So if you choose Germany, you will be locked into the axis doctrine. (Assuming Germany is part of the axis doctrine)

Yea, but think: is this really accurate? Does Germany have the manpower to follow the Comintern doctrine? Can the USSR possibly be as technologically or economically advanced as the Allies? Would the Allies risk breaking up their front in ambushes (well, that maybe)?

Yes Soviet can do that if they change the doctrines example allies, Soviet left comintern character and be allies character u know what I'm saying? Like in Heart of Iron 4
