Like the forced march command, the forced work command increases construction and production by 25% and has a morale penalty of 10% per hour.
So you could produce militia under the allies doctrine in 22 minutes with forced work but the morale penalty is HUGE.

You could see the problem with it, So The penalty should be lower or something, Or There be a base morale where the function dosent work
