Spies and doctrines

Spies should change up with doctrines like units.

For example comintern spies should be cheaper but worse

Axis spies should be better but more expensive

etc...

And perhaps specific spies should do better based off of doctrine.

You gotta admit that HAS to be implemented. the KGB was one of the best intelligence agencies tho why comintern worse? I would say

Axis worse(Their spire did nothing)

Allies more info(So instead of intercepting one mesage they do two)

Pan Asian- Twice as slow

Comintern- better

What about

Axis: More expensive but better info when succesful

Allied: Higher upkeep but 70% chance of success instead of 50%

Comintern: Harder to catch but worse info.

Pan-Asian: Easier to catch but 30% more sabotage damage.
