Would it be possible to make a change to the way spies operate? Like have the option to target specific buildings such as an airfield or a factory for example. Maybe steal resources or lower moral. So we can give them specific missions. Maybe attach a price for a mission?

Part of the joy of this game is the randomness, both in combat with the x-factor and the random results of spies. It adds suspense, thrill, euphoria, and disappointment. It makes every action a slight gamble, like buying a lottery ticket. Being able to target specific buildings would take away some of the mystery and make it boring in my opinion.
With that being said:
Economic sabotage spies try to steal or destroy resources, damage resource production, or lower province morale.
Military sabotage spies try to damage military buildings, or reveal the locations of armies.
As with anything. One spy alone is like one lone infantry venturing into the unknown. I usually use more than one to meet my goals.

Seriously it is just a bug in the forum software, Something to do with signed integers compared to unsigned integers.
