For all 3 spies I have a nice suggestion
Intel spies do not dig up research levels of the target. Seems logical and fitting that they can.
Economical spies should be able to delay research times
Sabotage spies often have 'duds' as results, only giving the buildings of targetted province intel and nothing else. Perhaps they have actually done something - its not in the reports so I wouldnt know. In that case, is this a bug or a feature (% chance of failure)?

I think they can have duds, yes. Either that or they get caught before being able to sabotage successfully. It will say this in the WH.miech wrote:
