Storm Mechanic

I suggest that a Storm mechanic be added to the game.

Storms would work like this: each day change, a certain amount of Storms would be generated. The amount of Storms generated would be dependent on the size of the map. Then, these Storms are randomly assigned to provinces.

Storms would function similar to nuclear fallout, any unit that enters or passes through a province with a Storm will suffer gradual attrition. Storms could be represented by black cloud icons on the map.

This is perhaps the last thing which the game needs for "realism".
