Stricter Multiaccount Rules

I believe that CoW should implement stricter rules against multi accounting, like in CoN. They should be able to automatically detect if an IP had joined a game with two accounts. If so, the devs could bring back things like unit trading, anonymous articles, and even make a multi-province trade option to reduce border gore.
