Currently Subs do not need to break stealth to shoot down aircraft. Let alone. The end game subs are AA rating 4 or even 5 (Elites) Which is insane.
On average the Subs will shoot more NAVAL BOMBERS in an equal fight. Just think about how stupid this sounds. This should never ever be the case. How the hell does one even justify that subs get that high of rating?
They should get their AA defense reduced at least by half if not more. It's common sense.

More importantly than "common sense," it also comports with historical reality. Never in Karl Doenitz's wildest dreams could four U-boats (a squadron) shoot down an entire squadron of naval patrol bombers (12 or more aircraft). In reality, patrol bomber vs. submarine ended with the submarine crash diving to escape, damaged, or sunk 9 out of 10 times. And the historical numbers bear this out.

Let's hope that this fix is more than just discussed. There are so many things COW gets right, but the relative strengths of submarine anti-aircraft capability vs. naval patrol bomber ASW capability is one where the developers got it very wrong, and this issue remains one of the biggest and most often discussed "imbalances" in the game.

ok i hope that then you make destroyers a little bit less OP, between when before you upgraded them to OP and now, that would be a better ballance, Navalbombers should get a little bit higher attack against all ships but subs should almost not even be able to dmg against them.
Balance wise, some more things:
RG guns should be able to be made from lvl2 infra, same like rocketfighters, lvl 2 airfields. Rockets should be able to shoot from lvl2 airfields not lvl1ยดs

try sending 8 subs vs 4 destroyers
try sending 5 navalbbrs against 4 destroyers
send a cruiser or battleship against 4 destroyers
now after that experience, imagine stacks of 8 destroyers. Previously there was a subs spam done by lots of peoples.
Now the same thing can be done with destroyers. They can easily take out battleships unless you get a good stack of battleships with destroyers too, but destroyers are allot fastre to build, allot cheaper too, and upkeep is close to none compared to battleships.
So yes against subs they are only a little bit too strong, but against other units its a bit too much
