I propose that subs can act like pirates and in the pirate mode, u can not know who the subs belongs too.
BUT if u attack using pirate flag and you lost the battle, then the identity of the country will be revelead.
Cause also in reality, if a subs attack a ship, nobody can say to whom that subs belong....

This is..a strange thing to adopt. Surely there must be a way to identify those subs, but there is no such 'technology' available to research for it.
Could a sub identify another sub? Maybe, but to my knowledge no WW2 submarine ever sank another submerged submarine though sub vs sub battles aren't uncommon in the game, in my experience.
I think this would take a long time and a lot of work to implement.
That would go against the rules of war.
I give you an exemple: when a subs shot at a target, in real life, nobody can know what identity the subs have, cause he is under water right? Imagine now, you have a subs that scout a coastal city, and at some point u see a big convoy of 15 tanks that want to leave there... so the question is, i sunk this convoy or not, i want to upsat that player or not? But wait, he do not know what subs is in the water... cause he is under right...so i s sink that convoy and that is... BUT if the convoy has also some subs, that i was unable to see it cause we are at peace, then my identity is revelead... it sound kinda logic, dont you think?
I don't think any of us had trouble understanding you the first time.
I understand the concept, I just don't think it's a good idea. Considering subs back in WW2 usually surfaced in order to attack ships (at least defenseless convoy ships) you could easily identify its nationality by looking at its size, shape, insignia, identification number etc.
Also, that would make for an annoying gameplay mechanic without much historical background to back it up.
