Suggested Feature to Control Trolls Who Use Newly-made Accounts

I wanna make this short and simple.

Make it so that newly-made accounts wouldn't be able to talk in Chat until they reach a certain level. People making troll accounts would occasionally flood the Chat and just spam useless, derogatory, unnecessary, and even gratuitously erotic nonsense.

As an example while typing this, someone named "San arta", a troll account based on someone named "San Arta", is spamming chat with "I kick the d*ck" (not censored of course) and many more annoying stuff.

Moderators would usually say "just ignore them" and eventually ban them. But moderators aren't always around and trolls would just come right back with a new account after getting banned then spam the chat again. So if the developers truly care about the game and the community, they'd do something as simple as what I've suggested.
