That would make it too easy. You can already follow it by just keeping at least within fog view distance (90km).

Suggestion for subs
I propose a "Follow" or "Reconnoiter" command for submarines. Let's just say there is a convoy heading from British Columbia to New Zealand and the convoy passes near Hawaii (which California has occupied), California doesn't want to go to war with British Columbia, but CA does want to know what BC is up to. He can assign a submarine to "Follow" the BC convoy undetected.

I would like to maintain fog view distance even if I'm not constantly logging on.

Well, that's part of tactics. Got to estimate where you should move units why you sleep. With high command you can set subs to hold fire so they don't enter an unwanted battle.
