Not a bad idea. I am curious about more details of how this would be used. 
I do know you can stack a convoys with a ship. I like the option to shadow convoys behind a ship.

Suggestion: Shadow Convoy
Enable a Shadow button for naval units that would allow them to shadow a convoy or ship. This would enable the naval ship to : follow a target without attacking, keep out of enemy firing range, maintain a visual site on the target.

I've never thought of this before. An entirely original and ingenious idea, I would actually really enjoy this feature. If you have two submarines and you've finally found a big convoy surrounded by a large amount of naval units, just shadow the fleets until you can bring in reinforcements... Brilliant!
