Most games have an inactivity period. Effectively if you go inactive, you are surrendering.
Coalitions already set their own rules.

SUrrender and Coalition Laws
I would reccomend a button to allow you to surrender on the game as a coalition. Also I would reccomend you added laws for coalitions so each coalition could just decide the laws for their coalition.
