This suggestion keeps re-appearing every once in a while. I feel there is o functionality to it. The losing nation isn't contending for victory anymore, and 95% of the time he will go inactive anyway. No need to consume valuable developer time for something that will hardly ever be used.
Surrendering (Can't be abused)
When a nation has lost 75% of its army or territory, then the player will have the option to surrender, it would work as a trade option in direct messages. When pressed, it would open a map similar to that of the one in the newspaper, but only of the surrendering nation, the two nations would then click on the territories they claim, next, the winning nation would set down how many resources they wish to get, and then both nations have to accept. Once this is done the status between the 2 nations would return to peace. This peace could not be broken for a set number of days.
Feel free to criticize or add to the suggestion.

Only way I'd find this useful is in roleplay scenarios ._.
Its not to encourage to give up, its so that when two nations choose peace, they can sort out the disgusting border gore
If border gore is the problem, then this "peace conference" type of thing would only be helpful in wars where 2 allies can divide the territory between themselves easily. 95%, of the time, the losing nation would've left the game if 75% of its territory were taken.
