On Team Up!, the enemy team conquers all the provinces of one of my teammates so he leaves the game. I counter attack the enemy days later and conquer the provinces. When I do this, they revert to my old teammate, not to me. My teammate is long gone. Now, there is no way I can create airstrips or other buildings and I can not progress past this old teammate's land. Seems to me that if a teammate is out, then I should get his land when I conquer it. 
The feature that re-conquered land is transfered to team mates was implemented a long ime ago due to community feedback. Most team players enjoy that mechanic as it allows them to save their team mates.
The AI still players for your inactive team mate, and the has a chance to come back still.

I also do not care for that feature unless the team mate is still willing or on line to play
