In a team game, I believe that a player who is eliminated, but logs in and says something in team chat often enough to avoid exhausting the inactivity timer, should be resurrected by a team mate conquering his core provinces. An eliminated player should be able to receive trades and gifts to enable immediate rebuilding when resurrected.

Um, I would agree on the liberation part, but I must say no gifts are to be given to the liberated, but the liberator, or else everyone would lose the incentive to help an ally or the incentive for victory. This would be quite realistic considering France still fought on even when it "lost" to Germany and later it still became the France we see today.

This already exists.
Core provinces are returned to active teammates.
Any player can trade with any other. The ones that were eliminated will have to log in and start a conversation with the other player in order to be "found" as they are removed from the diplomacy list with no provinces.
The only difference in your proposal and the current game mechanics is you believe messaging should be enough to keep a player active. Messages and articles have never counted for activity, only giving orders will count for activity.
So in order for a player to still be active you need only give them a unit or two that they can move around each day.

btw in the current 50v50 event core provinces aren't returned to the owner when liberated...?

Special event games typically have their own rules in more than one way.
