I like this idea, every spy has a 10% chance of letting you send 1 message per day.

Technological Spies
These spies would go into countries and show you their research, and could decrease the research on some items. These spies could also be like hackers, like making an enemy rocket go off somewhere you want, or sending diplomacy messages to someone from another country.
