The next level

How can countries that are computer operated develop to level 6 with out taking any land or capturing supply crates? Been playing a map going on 75 days and now its time to take out the AI players and there stuff is level 6. Played a lot of maps to try and get what I need but it seems crates are most of the time in a country that is on your side or in countries your not rdy to attack
