To fulfill these two achievements of Nuc Subs and Nuk Battleship

Have them available to build after level 6 or * or after level 5 but, add the requirements of $10,000 and 5,000 more rare materials on top of what is required on level 5. After level 6 just $3,000 and no oil but added 2,000 in rare materials and 2,000 more in goods.
