Tobruk on 1939 Historic map

If you want to click on Tobruk on the 1939 map, it is almost impossible to get without zooming in all the way.

I find this annoying for production and things, but can this be changed so it's easier to click on it and not the provinces that surround it?

(This is in Italian Libya, 10 star city)

What they could do is move the points on the surrounding provinces (Acroma and Kambut) back a little, and then you can clearly see which province is where.

Or maybe Derna and Acroma can merge into one province?

No, that would take away the fun of trying to take Tobruk if you hold that one joined province, because then Tobruk is surrounded.

Not true.
