Totally Unfair For Algeria

22 player map. Algeria does not even have enough manpower at the start to build 5 infantry units, though not sure if this is how it is meant to be. Though when I do try to build my 3 infantry, I go into minus grain.

So to sum it up, I can't build enough inf, and when I try to build what I can, I am already in minus grain and they aren't even finished yet.
