Unit Healing
I think this idea had been pitched a couple of times via a medical unit, but what if instead of a medical unit, the extra healing could be provided through a building? For Urban provinces it could be a hospital that could be maxed out at level 3 or level 5, and a field hospital that can be maxed out to level 3, with each upgrade adding faster healing times and more healing (though nothing too outrageous like +200 HP)
And with every hospital ad field hospital you build, the daily heal is nerfed, so if you have no hospitals, the daily heal would be the same value, so the more hospitals you build, the less hit points the daily heal provides because you have stations to fix up your units. Also if your troops are on a province with a hospital, and they're in combat, the hospital cannot heal troops unless they are out of combat, that way perma healing isn't a problem
It's just an idea, and I think it could be one way to help against gold users who spam heal their troops with gold, and to help counteract a gold user maxing out hospitals in less than a minute, hospital build times cannot be rushed by gold, so no one can just have maxed out hospitals right off the bat, and heals can't be rushed either, kinda like the refuel on planes or the upgrade timer on units, you gotta wait for it before you can use it again.
