Unit List

I think I'm stealing @'wildL SPQR''s idea, but it could be all inside his head.

Change the name of "List of provinces" to "Administration", then add tabs at the top of it, the first one we already have, Provinces, the second could be Units, and that way I think it's easier and more visual for the players.

Hope it is clear, it would be kind of like a baby with parents that were the unit and battles tab from HoI 3 and the province tab in this game. Kinda like the image below.
