There are features in Call of War, such as province morale. However, I believe that unit morale should be added into Call of War. Many soldiers and units in wars were all affected by morale. There are certain situations that will affect the unit morale. The unit will start off with 100% morale. Battles will decrease unit morale. For each 1% of hit points elinmated by enemies the unit will lose 1% of morale. If the unit loses morale due to other features, it will not affect the hitpoints. Also, the unit will lose 1% morale for normal march and 2% morale for forced march each hour. Morale will also start to decrease if the unit is not in a core province for over 5 days, then it will start losing morale by the rate of 2% daily. Stationing a unit in any province will stagnate all morale deductions. If the unit captures a city then the morale is increased by 5%. If a capital is captured then morale for all units will be increased by 5%. Units marching in core provinces will not have deductions. If you station a unit in a core province. The morale will increase by 5% each 24 hours. If the morale goes below 10%, the unit will desert or surrender if in battle. For naval units the deduction of morale will stop once it goes into a harbor or local dock. If it docks into a harbor or a local dock in a core province then it will recover in the same rate as other units.
Veterancy
Veterancy was a very important factor in World War II. For example, the Japanese pilots in early days of the war were successful because of their experience and training. However, later the inexperienced Japanese pilots were not able to compare with American pilots. Veterancy will be entirely different from upgrades. It will have its own separate category. There will be three levels of veterancy. The unit will start off with no levels. However, once it fights and survives in two engagements it will have veterancy level 1. After fighting two more engagements it will have veterancy level 2. You have to fight three more engagements to reach level 3. Veterancy will affect the unit performance. It will increase the hitpoints and attack potential by 15% for each level. Also, units with more veterancy will lose morale in battle more slowly. A level 3 veterans unit will only lose 0.25% morale for each 1% of hp eliminated by the enemy.

The problem with veterancy is that it has a very strong snowball effect, and in historical maps will even more advantage the already strong countries (Japan, Germany), witht the exception maybe of USA. For this reason, not super hot.
In addition, there are :
1. Technical issues : if units have different level of veterancy, you cannot merge them / split them at will but units have to be followed individually - the UI is quite simply not ready for that.
2. Abuse risks : you build level 1 militias to be destroyed by your buddy, he builds level 1 militias to be destroyed by you.
Morale seems too micro for the scale, also has UI issue and duplicate in parts existing effects (damaged units fight worse). It also creates effects we don't want to see (units almost never surrendered because of low morale in WW2, they surrendered because they were surrounded // without supplies // unable to damage the enemy // their front was collapsing.
If we want to create a "morale" system, it needs to be country-wide.
