If I remember correctly, you can grab and drag that dialog around. Could be wrong. If I am, then this is a valid suggestion. Mobile version does not show cash on hand in the dialog.

Unseen resources quantity on market window
So we are on market, we want to buy resources, but we do not see how much we have. At least we don't see how much metal/oil/rares we have and money sometimes too.
Moving up this "buy oil" window would help or making it smaller top/down

I remember being able to drag something. Possibly diplomacy messages.
Something to consider here: screen size and resolution could very well play a factor on overlap within dialogs.

There is plenty of empty space on that dialog window. Making it smaller will help with visibility to many, no matter what screen and resolution they use.
