Update game “manual” to include penalties chapter.

Please update your manual to include a chapter on penalties.

This chapter should include information on penalties such as the expansion penalty, neighbors penalty, etc. and should provide detailed information on why they are occurring, when they stop occurring, the metrics, and what you can do to stop/ reverse the effects of this penalty plaguing your gaming experience.

I understand the point of the expansion penalty. But recently every map I play, all the AI declare war on me and when I defend myself I get hit with expansion penalty and end up with wars against all the AI and even my own rebelling provinces I had to conquer.

Wasting all my precious recourses on propaganda offices and waiting day after day for my “expansion penalty” to go down so I can push forward against an enemy who declared war on me is a bit ironic. :wallbash

Your expansion penalty won't go down. That penalty is based on the size of your country iirc, so just conquering a bunch of lands is enough to make it high. You've just gotta push through, build propaganda centers and conquer capitals and try to end the game quickly before morale becomes an issue.

I’m waiting days just to build PO’s and I’m not able to move any of my units or the province will rebel and cause enemy units to appear. It’s one thing, if the province rebels, and goes to your ally or a friendly/ neutral nation but the fact that they have to rebel and go back to the country you were at war with even though their capitals been conquered is ridiculous.

And so you don't have to keep putting up with the whole hectic situation. The irony is that the expansion penalty is intended to slow you down and, I guess, give others a chance to catch up. Instead, it forces you to speed up so you can end what has become an unpleasant experience.

If you've got military dominance your best bet is usually to just let provinces revolt while you push forward.
