I've been looking through these forums but have not found a topic that explains why troops in sea transport cannot be upgraded.
Any answers?

I believe that, generally, land units that are moving cannot be upgraded (or repaired/recovered at day-change).
I suppose that a land unit at sea - whether or not the transport ship is moving - cannot be upgraded (or repaired/recovered at day-change).
More experienced players should comment too. Perhaps I'm wrong.

Land troops are not naval units and only upgrade on land
Transports are naval units

I interpreted “ why ” that the thread owner was saying in this context to be appropriateness rather than game mechanics or rules.
1. Burden on Game Developers
2. Hobbies of game players
3. Discrepancy with reality

I'm sorry, I cannot comment on "why"... the ways of Bytro are as mysterious to me as they are to you))) Though in this case, it seems logical that you can't issue new equipment to a unit when they're transported in a ship...
Also note that planes on a carrier CAN be upgraded.
BMFox hasn't been around on this forum for a long time.

Not sure, but I think that carriable land-based aircraft must be stationed/stopped at a land airfield to be upgraded...
