Upkeep

I believe all units should only be paid upkeep when they are moving outside a city. After all, how is my Level 2 Medium Tank consuming oil while sitting around in the Military Grounds? This would make it that I could get more resources when not invading, and also make it more realistic. At least half the amount of food units are consuming when in harbor or in a city. They can buy their own while there anyhow. What does the rest of CoW think, and what are the chances of this being thought about by the creative staff?

Interesting suggestion.

"Alea iacta est" Gaius Julius Caesar.

During WWII units were either doing manouveres, training or in combat. They used as much fuel doing war games as they did fighting. It makes sense.

So they would use as much oil in training with Heavy Tanks as they did driving cross-country?

Infantry maybe keep it top, but Tanks and ships? I mean, it's not like they take them out for a spin every day like a new hotrod.

They train and drive in the same places.

They do. Unless in for repairs, ships would generally be doing patrols around the harbours and such. As I said before, they trained as well. The same for tanks.
