Urban-only Capitals

Part of the new updates in 1.5 is the "urban focus", which makes certain buildings (barracks, tank plants, etc) only constructible in urban provinces. I can understand that, but what I can't understand is why you can only build your capital in an urban province. What if you have, say, 20 provinces, but none of them are urban? You wouldn't be able to make a capital. A country should be able to decide where it puts its capital. These are some countries where their capitals are not located in heavy populated cities:

  • Canada
  • Saudi Arabia
  • South Africa
  • New Zealand
My point is, countries should be able to make their capital in any province, be it urban or rural. I hope the devs will see this and maybe change it. Thank you.

If you dont have any urban province that means that you probably lost already, since you are not able to create army anyway. In case you didnt, it prevents your allies to just sell you one of them rural provinces so you can build a capitol there to avoid losing morale, which is kinda unfair.
