Using Gold to Repair

Here is a suggestion. If you can’t use gold to heal a unit that is currently in combat, you shouldn’t be able to repair a building that is currently being bombarded.

I just had an opponent do this to me this game. I had their airfield damaged by coastal bombardment and their planes turned into a convoy. I was set to finish them off with further bombardment. When they were done refueling the other player rushed the repair job and flew them out of harms way; much to my dismay.

I get that gold is part of the game but this aspect could be done better.
